The tragic incident should not have taken place at all .
Misinformation, no-information and incorrect information have been the bane of the lower end of the society. This is a result of lack of education of the administrators as well as the administered public, and a lack of trust in the public information system employed by the authoriities.
Chennai, which has been recently battered by heavy rains, several times, is witness to this failed communication system. Poor dissemination of correct information to the grass roots level public has been the real culprit for the stampede.
Only the authorities can set the things right by proper system of communication, through public media with specific correct information,and correct policy decisions, instead of depending on the "mouth to ear system" for dissemination of vital information.
In addition the administrtors should also arrive at proper plans regarding help to the affected persons instead of seemingly ad hoc decisions to stop such chaotic conditions, assuming politics are kept away from such life saving assistances.
