Use of qualifiers

In an otherwise good article the author says Islam does not sanction "indiscriminate" violence, and that Killing of "innocents" cannot be justified. Why use these qualifiers? Is plain violence and killing of people not considered innocent okay in Islam? Who decides? An innocent for one is a collaborator and traitor for another. This sounds like the "root cause" excuse to me.
