Our constitution provides that any person of Indian nationality and having crossed 25 years of age may become our representative to the highest office of India - the law making body. No education - yes, absolutely no education is required for him. Not only this, he could be spending his time in jail while filing his nomination. He could be a hardcore criminal, a rapist, an extortionist or whatever he chooses to be. This constitutional provision is very dear to our present day representatives since nothing suits them more. If any attempt is made by the Supreme Court or by the election commission to introduce some filters to this unqualified permission, the politicians start howling. I suggest just one thing. Only those persons should be allowed to file nomination papers who can appear for preliminery exam for IAS or IPS. In order to become a minister, a person must actually pass the preliminery exam for the IAS/IPS. We would then have our ministers as learned as S. Manmohan Singh who is ex-governor of RBI. Merely the ability to give a rabble rousing speech cannot be the suitable qualification to become a law-maker of the land.
