I completely agree with Subir. IT IS HIGH TIME NOW to get into action. To support, India should make prostitution as legal. And secondly make condoms available IN ABUNDANCE. Making prostitution legal will facilitate providing an infrastructure for NGOs/supporting organizations to reach-out to people / places where the need for condoms is and to provide structured focus to their efforts.
