Here is a trade off between security and economy, but not to the extent that is portrayed. Moreover, 'Why even 3%?' doesn't sound good. Look at our neighbor CHINA...they are going to produce 40,000MW by 2020, where as we will end up burning more ash contented coal, if we dont go for nuclear energy...
