Mumbai.... why only Mumbai?

sir, i dont understand why "Mumbaikars" are so panic by the recent "flash flood like situation", in fact it is not a real flood but the root cause is the drainage problem.
The problem faced by the people of Assam(Axomia), is even more serious and in fact we have seen worst floods.Our houses remains submerged not for a day or two but it remains in the same state for weeks. If two days of raining caused so much of havoc what would be the condition if it rains for weeks? just what it happens in Assam.
so, it is the duty of the govt to stop all construction activities in an around all metros and big cities, let the population and the residential areas be shifted to suburban localities and the first thing that should be done is to construct a proper sewer system and fix the number of families that can reside in a society so as to prevent overcrowding of places.
but before that we have to be selfless in our duties.
