It is a good idea but goes only part of the distance. Underlying sugesstion is that the Property Tax from suberban Mumbai should be spend on Subarban Mumbai. And should not used to cross subsidise South Mumbai. I would go further and say let Mumbai spend all its tax collection on Mumbai itself and not be used to cross subsidise Bihar and UP...... You will then see a situation where Shanghai wants to become another Mumbai!
