Govt and the Administration only at blame

I agree with all the peoples views who say that the People share equal blame. But I feel, the Govt and te Administration is to be blamed even for all the the reasons.

For Eg, the Dirt in Mumbai.
Who do you think make the most of the Garbage/Dirt. Out of the Lot of category, consider the hawkers. Where do they dump the garbage. Like the Garbage collectors in housing societies, there are no garbage collectors for the Hawkers garbage which they throw any where they find convinient. Then The Slums. Has the Govt made any provisions for the garbage from their areas. They Stink but no body is bothered since they are slums.

All the improvements suggested in the 1992 Mckinsey report remain only in papers. Gvt spent crores in creating this report to change the systems. Where is the action on this report.

You look at any of the factor mentioned in all the articles, there is Govt to be held responsible Directly or indirectly.
