For this particular incident, government should call military for help. But as a long term plan here are the suggestions:
1) Form a disaster management department which is independent body. There should not be any government interference. Give them extensive training, equip them with the latest tools and periodically update them with the latest technology.
2) Encourage businesses to move in the surrounding areas of Mumbai. Connect them with express highways and rail system.
3) Encourage tele-working (working from home or from a remote office) where ever possible.
4) Develop an underground rail network.
5) Make telecommunication system insulated from natural disaster.
6) Make the drainage system more effective.
7) Train people to work effectively and manage the situation during natural disasters.
