1) A high ranking high power committee of expertise has to be constituted, consisting of a) a civil engineer, b) an hydraulic engineer, c) an electrical engineer, d) a traffic consultant for roads and rails, e) a doctor and f) a financial expert to be headed by an efficient administrator, preferably a legal luminary with over riding powers and financial assistance. 2) The scope of the committee will be: i) to study and suggest modern means, measures and methods to adopt, to plan and to re-orient the city and its neighbour-hoods to ensure that they would remain a) clean, b) without inundation of water or water logging c) without over crowding of roads and railways d) with wide spread and adequate drinking water facility e) with uniform and stable power supply without disruption, f) with adequate and right type of housing along with other types of buildings etc., and also g) with population assured of hygienic health.. ii) to issue such instructions that may be deemed necessary to any authority in operation within the limits of Mumbai city and its neghbour hoods to stop any irregular activities that might aggravate the conditions specified in i) above. iii) to suggest alternative actions to the authority in operation at ii) above. iv) to monitor actions of the above authority at ii) and iii) above. v) to recommend actions against such authority acting against suggestions, if any, of the high power committee.. vi) to travel to such places of study, vii) to draw necessary assistance from personnel of relevant fields what so ever felt vital and also viii) to submit its final report within three months of its inception. 3) On receipt of the high power committees report the state Govt. will scrutinize it in detail and come out with its own modifications etc., within a period of 15 days from the date of such receipt. 4) The state Govt. will raise necessary funds from its own internal sources by levying additional low percentage surcharges against railway and road fares, electricity charges and municipal charges etc., for a period of one year from the date of tender. 5) The centre will also assist the state by offering necessary assistance. 6) State will float tender within one month from the date of its modification of the high power committee report. 7) Tender will be finalized within a period of 15 days and the work order will be issued to the successful bidder company. 8) The company or companies in case of multiple tenders, will commence the works as per the modified high power committee report as reflected in the work order. 9) The company will complete all the works as per the terms of conditions in all respects within a period of one year from the date of issue of the work order/ orders as the case may be on a war footing. 10) The high power committee will take over supervision duties of the works in progress, till the works are completed. 11) Payments will be released in parts as per specification in the work orders, strictly on unanimous recommendation of the entire high power committee. 12) Bombay First can also be of much valued assistance and help in such war footing efforts!
