why deshmukh government failed

The reasons given by the government is that the deluge was more than expected hence they could not anything. But every year the deluge is as per expection even then we have not seen any sort of governmet action for people affcted by flooding etc.
What about the BMC with the Shiva sena who sware by the Amchi mumbai and mumbaikars what have they done for the Marathi manus or for anybody for that matter. It was only the ordinary citizens of mumbai who worked for mumbaikars. Every year mumbai has several ares flooded and they could have decided before the monsoon what they could do for the people during the monsoons.
