I think the the author is not writing bad about bihar in particular.

The author is pointing the wrong being done by the secular hero's like Srhi laloo prasad Yadav and Rabri Devi and their likes.

When people like chandragupta brought acclaims to Bihar ie pataliputra, People like Laloo are bringing shame to Bihar.

Bihar is great , Biahr is good, People like Laoo and their likes for their selfish ends are making Bihar bad and underdeveloped.
