Impose a collective fine on Mumbai Police

All the property of Sunil More including his provident fund be confiscated and given to the victim in compensation. Let More's family too bear the consequenses of his deeds.
There should be a collective fine imposed on the entire police department. The amount of fine should start at Rs 50000 for the lowest ranking policeman and should increase with the rank. The police chief Mr Roy should be fined Rs 1 cr. They have earned enough in bribes anyway. This fine should be deducted from the salaries of the policemen. If a policeman retires before the entire amount of his fine is reovered from him, his Provident fund and pension should be attached. His property also may be siezed.There should be a collective fine on the entire police force every time a policeman commits a crime. e.g. a fine should be imposed every time a cop is caught taking bribes or whenever a retired policeman is found to be hand in glove with the criminals.
The amount of fine should be such that it really pinches hard. If a cop comes drunk to duty, his colleagues in the concerned police station should be fined.The money so collected should be made into a corpus, which is used for helping the victims
