Carlyle ,once wryily observed that Mankind has always failed to learn any lessons from past; nothing more succinctly illustrates such dyspeptic humour of the cynical wit than the disgraceful lack of foresight of the socalled mandarins of the Raisina Hill... The IBs, the Security advisers , the echelons of different defence-Services ,working not always in tandem in the troubled and disturbed conditions of crisis infested Kashmir Valley....
