Why don't we nab terrorists??

Are we supposed to nab them? I thought that we are all gandhi nation. I mean that if someone slaps us, we need to another cheek? At-least thats what the britishers wanted us to be so that we can make their jobs easier.
From this concept, if we get bombed by terrorists, we need to help the terrorists bomb some other city. After all we are the followers of Gandhi. If we nab the terrorists, Gandhi atma will be dis-comforted.
From Gandhi's standpoint, terrorists are also humans and they need to do their job, hence, I think Congress party is right. Its helping the terrorists do their job. Congress party is a true follower of Gandhi and his concepts.
