(2)External Patronage -: Some external countries are breeding ground for terrorists which gives them logistic support, Due to alignment to fundamentalist ideologies & strategic Policies of that Country/Countries. (3)Patronage due to Economic welfare -: Some vested interest in government give Patronage to settle scores with rivals/in turn earning money from illegal sales of Sophistic Weapons e.g. Veerappan (4)Underworld connections (5)Moles planted in the Law enforcing agencies -: which provide them necessary information (6)Lack of Political Will (7)Incompetent Law enforcement agencies (8)Lack of effective Rehabilitation programmes for surrendered terrorists
