This is because the Nepalese and Sikkimese have Sikkim as their own state. You guys cannot have more than one state. Bengalis too are in large population in certain areas of Bihar and Jharkand or Orissa does that mean they should have a separate state, although Bihar was once part of Bengal during British India. There are always overlapping population from one state tio the other, that does not mean the district should be made a state. As a State you need to generate enough revenue and have the necessary population, where do you think you will get it. You cannot live on borrowed money. The centre only inversts in Central projects not State projects. Darjeeling district can hardly generate enough revenue. Tea like jute is a dying industry. Tourism is seasonal. As a separate state how do you think you will generate your own money. I hope not by smuggling, gambling or terrorism just like Nepal did under the ousted king. Even Buddadeb Bhattachrya find it difficult to get the funds for many of his pipeline projects. The Central government can provide only 25% to 50% of the total project cost as loan, the other 50 to 75% amount has to be sourced by the State. Because Bengal has a highly intellectual, hitech skilled cheap manpower plus natural resources including huge population with money in their pockets , some international banks like ADB and bank of Japan can extend the loan as they are sure to recover the amount. Sikkim is a different story just like J&K.
