Hyde Act is US national law

As explained in the article that Hyde Act is a national law of US and we never need bother is misunderstood and misinterpreted. Once it is there in that agreement or treaty whatsoever it may be, both the parties are bound and even I.C.J will uphold. It is better to get it deleted.
Are there any arbitration clauses in this deal?
