We must appreciate him in his effort to point the finger to the missing Law. His notice came up for discussion in the Rajya Sabha in March 1997. Sri Pranab Mukherji opposed the move citing many practical difficulties. Nothing heard about it after this. The power to negotiate should be made available to "Individuals" who are patriotic. We seldom find such men for such tasks. Everyone is biased with political overtures. The alternative is to have a "Lekshmanaregha" for negotiations. At the present confusion we must insist the executive to place the document in the Parliament for debate. Let the MPs debate on this 'thread bare'. Let there be public debate in the media. If found not palpable let it be renegotiated, whatever be the consequences.
Country's interest is paramount. Freedom to think and act according to our consciousness should not be surrendered.
