Very Well Written, Please tell me if this can really be accomplished using Gandhian principles of ahinsa or do we need "stick and carrot" policy to achieve it. The current democratic set up coupled with vote bank policies of "please all" will not be able to achieve it. I personally feel that the central Govt should be replaced by the Army "Martial Law". Let the states only have democratic governments. Population control measures should be strictly under the control of the central govt then.
