No where in constitution or any crminal law in india or elesewhere in world or in religious books it is written that any one has license to kill any one.it happens only in jamebond novels. The one and only reason to kill someione can be in instinctive self defenmse when someone is udner attack and immediate threat of loosing life and there is no way to incapoacitate attacker.Minimum required force is to be used (section 96 IPC) The one and only one place where a polcie man can shoot is when a life convict tries to run away from law or captivity and there appear to be his chances of getting at large.Even then first attmpet has ot be genuine and at legs or non fatal shooting.
