For the simple business reason that u can still establish a land requiring factory there my friend. If Tat's have to buy 1000 acres do u know how much they have to spend....a couple of hundred million dollars that's why they want to go places where there the land is cheap and can still provide some infrastructure facilities like ports etc...,
