In India government is poor and people are rich. Poor people (Read Govt) make life difficult for the rich (Read people).
Charuvaka rishi told Bheesma that if citizens are rich the government will become weak. So make them poor by inducing them to spend, collect taxes and be a powerful government. This idea was rejected by Bheesma but adopted by the modern west.
