I agree on his view that bureaucracy is the culprit for all chaos. Politicians come and go, but these bureaucrats stay for 30 years on average. I have seen some IAS man saying 'put all the burden on the employers (social security issues). Government (we, IAS) should only monitor them, no real work for us! That is safe. Again in 1999 super cyclone I have seen lorries loads of supplies left unopened in a big ground, while people were starving for food. Then the government was saying "Don't give us material in kind (food, clothes, etc); give us cash! (Elections are round the corner). Such is the attitude. Then the rural employment scheme- Rs.80 per day for 100 days for one family is Rs.8000 per family for one year i.e., Rs.22 per day for a family! Imagine what you will eat with it! The government claims so much of it. The agricultural labour are turned into unskilled labour for this paltry sum and even out of this a part is swallowed by contractor and government officers.

They do no work other than chamchagireeing ministers and lobbying for posting.
