I have been interviewing engineers for last 26 years and find that the quality of average engineer has gone down. Most of them do not know basics of engineering. If by mistake some such engineer is appointed, what type of work can be given to him? This of course does not necessarily mean that all the persons mentioned in the article did not have relevant knowledge.
