It is a lopsided article by the author with the intensions clear even before starting the article . The same rediff came out with an India Shinning article some time back with again some arbitarary statistics about salary, jobs, etc from big institutes.
It is a honest appeal to everybody to judiciously resist the temptation of reading bad articles and chosing what you want to read because Rediff has lost the the credibility of publishing only good articles. They publish both.
