Giving 40% hike is absolutely fine but increase the amount of punishment if a govt employee is proved ineffecient.

Put more stringent measure to curb corruption.

Severe punishments should be awarded to employees who are convicted in taking bribe, harassing public, misusing govt properties etc.

Jail any suspects under non bailable warrants.

We are still having the british age punishment system.

Give hikes but make them more disciplined and effecient
