Impossible. It has nothing to do with pay packets. High up the officer, more corrupt he is. They are simply abusing the system. Reduction in size (of the governemnt) is only answer. But reverse is happening. In 1997 there were 38 lakh central govt employees, now in 2007 around 45 lakh are goining to get benefit.
