Why should you use such strong words like Parasites ? Govt employees are hardworking too
Except me most of my relatives are either in Central ot state Govt jobs. Indian Army, Railway Police and a teacher. My Grandfather served the Indian Army b4 independence during WWII. I can understand that people in Govt sectors are increasingly becoming complacent bcoz of the job security while they should be doing the opposite.
Believe me, eating pan and spitting is not done only by govt employees. who do you think is responsible for the great bars / hotels in the developed and non metro cities ? The corporates. Name any one govt official of late who got piss drunk and killed a few people driving a car/ lorry.
There are good and bad employees everywhere. its just that in Govt jobs bad ones are retained (but believe me they are side stepped in a manner that humiliating)

I would say that stricter methods of selection and pronotions and incentivisation can improve the conditions.

More importantly, Politicians play a major role in the complacency of the Govt officials. What did laloo do on air while in one of his surprise visits to a railway stn in UP. He was caught spitting on the track on camera. Bad leaders setting bad examples.

Why do you think Indian Army got a Sikh general after 58yrs of Independence and now he is a Governor too ? Answer is quite simple Dr Manmohan Singh. I am not being accussative but thats reality in Govt jobs.

Political interference is very very high
