Look at a Geologist working in remote areas with the least facility and available, someplaces so risky that he may get ambushed by terrorists or wild animals. He has very little to be corrupted. Even when he makes a discovery which fills the belly of later industrialists and the Govt exchequer he is not paid even a 0.001% of the profit either the company makes or the Govt gets. He is always haunted by the scare of even a minor misappropriation charge by which he can be suspended,or dismissed with a dire consequence of stopping his pension, for which he goes about all through his service. Such people are the main force of the Govt around whom there are thousands who reap the profit in both Govt and private sector.
