the social support systems in those countries are strong enough, and the governments, especially Netherlands, most usually give some kind of allowance for people who are unemployed, until that time that they fine suitable employment again..
can we ever dream of such a situation in India, does anyone indeed care to provide at least the bare necessities when one goes employed or looses his job??
