MUMBAI or DELHI as the financial capital

Bertrand Russel in his analysis on POWER, whether it is economic, financial, or political and it's transformation from one to the other has very vividly described the inter-changeability of financial power into political power and ultimately all power gravitates towards political power. Delhi, for long ruled by the licence raj has always had the political power and it was but a matter of time that all power would gravitate towards it AT THE COST of others. If Delhi, is not yet a financial capital, it will eventually be as all political power will attract the finance like a magnet.
