IPR - Public Funded Inst. Exploitataion by private

IPR is a negative right given to an invention to practice in a country. Through IPR a public funded Inst. is protecting the documented IP. But alas the private Industrial vultures are ready to pick the IP creator for a large amount of money. That is not guaranteed in Govt. set-up. Thats all. The Creative person's creativity dies with the private industries. What about social cause? and social benefits? Why private industry is hiring a person from public Inst. Only with the motive to earn more profits. What else? There are so many gray areas still exist. Where there is a will there is a way. Does the Govt. and Private R&D Instn. come to a synergy?.....????
