Do know what is the amount that is being spent in research in India? Not even 1/50 of USA. I agree that there a lot of wastage of funds. But for this reason you can not stop the funds to the people. Instead ruthlessly axe the non-performers.
It is also important make all the university / research institute jobs should be for 5 years and reviewed after this time. This model is largely successful in west.
