hav a look at the list of bharat ratna recepients. There are many whose contribution to india is debatable. For instance what great had Rajiv Gandhi done for india as a PM which other PMs didn't? but why only he received a bharat ratna? So there is no harm if Ratan Tata gets one. What difference does it make ?
