In India, most companies are run on the basis of personalities and not on the basis of systems. This is why the boss's personality gets stamped over the office functioning. Also in most companies, HRD is the worst department who do not take cognisance of such facts and are least bothered about the bad boss. Once I participated in a 360 degree feedback but the results were leaked to my boss. So that was it - our relationship soured and he then tried to harm me in a variety of ways. I have seen that most bosses are themselves highly insecure and try to salvage their jobs at whatever cost and if necessary, play very dirty. This is more pronounced in Gulf countries where people earn lots of money without much work. While it is good to talk of boss management etc, HRD must be watchful and also guard against false complaints by lying employees.
