In India allocation is not the issue. When the allocated funds are not used (and most often misused), there is no meaning in allocating more funds. What is required is efficient and honest implimentation of the programmes/utlisation of the funds. In an election year,more allocations should not mean more funds available for misuse. Unfortunately that is what will happen.
This News post has given a lot of statistics to show the inefficiency of the delivery mechanism. May be some one could make a study of how much money the Govt of India has spent on such programmes in the last 60 years. The picture could well be mind-boggling. Yet, we have calls just asking for more allocations and no effort towards proper utilisation of the funds. Should one be surprised?
