Numbers can be misleading

Just the Number of proposed / existing SEZ's can misleading.Any smalltime politicain along with builder can get a piece of land designated as SEZ, after bribing officials, however we should actually look at the kind of activity happening in those SEZ's. Looking at figures above ( I suspect they are inaccurate) one should assume that AP is more industrilized than TN & Karnataka. I am sure readers from TN & Karnataka will be pretty amused by these figures. The only thing some states do is just crank up false numbers to impress forigners to attract investment, however this is just another way of sophisticated begging by fooling people. For any econimic activity to happen in a state there has to be conducive atmosphere , infrastructure & market. Now can anyone explain as to based on the numbers above how can AP have second largest number of SEZ's , yet there are people dying of starvation in that state, it is not having heavy industries , there is a minute market for most of the non agricultural products & finally as for infrstructure - Orissa produces more electricity than that state & MP has more developed network of canals & highways.
Based on above factors other states listed with large number of SEZ's can be similarly caught with foot i mouth, with reasonable exception of Gujrat, Maharashtra, TN , Punjab & Haryana.
