I do fully agree and accept your viewpoint.There were enough tools available with the government to sound an alarm bell and act in time. The situation today is somewhat an offshoot of the combinations of lack of political will,integration with the global economy and neglect of rural economy including agricultural economy for a long long time. The closure of thousands of branches of rural banks since 1991 is a clear pointer in that direction. Alak Mazumder
