corrupt politicians have raped states like UP and Bihar hence creating a vacuum in terms of jobs and opportunities--naturally people will flock else where to eke out a living--industrialists/govt invests in mumbai but if you note the indian pattern of employement parochialsim plays a major part--other than merit for professional jobs i think at least the clerical requirements or support staff needs should go to the locals.When lallu prasad can send train loads of biharis for railway clerical jobs to bangalore why will not every idiotic politician not try out these stunts?
