With majority of the shares owned by GOI ,RBI is a nationalised institution functioning in coordination with and some times under the control of Ministry of Finance,Dept of Banking and hence is bound by the discipline imposed by the latter.That is the reason why I said that it should enjoy full independence worth the term.Employees are employees and are bound by the discipline of the institution they serve;they are not the policy makers.
