SEBI chief belongs to elite Govt officiers who have fine tuned the art of using public money to promote there own carreers. Else why couldnot these elite people detect the rot in IDBI/UTI before it was widespread; these elite officiers have fine tuned the art of covering up the rot using public money freely with cooperation of political masters.
