India:2027 - more poor folks

Indians constantly boast of their greatest asset which will propel them to the top - thier huge reservoir of young people who now make up the overwhelming majority of the populace.
But that is one huge mirage(more joke, really)- nearly 80% of these folks are either totally illiterate, non-functional literates (passed-out of school but cannot write their own names) or barely literate.
Case in point: Khawaspur village, Bihar: No electricity, one school with 600 student body, but teacher rarely shows up, and when they do, they teaches nothing; None of the kids are vaccinated; there's suposedly a 'hospital'(health clinic?) but its just an unfinished building with no doors or windows, far less equipment or staff. Most children here pass out of school without being able to even write their own names, far less read. And this situation is not confined to Bihar or the other 'bimaru' states - save for two or three states, they're all like this - its a national disgrace.
And the worst part, it's not for lack of resources - it's loot on a massive scale by greedy corrupt netas, babus and their cronies. To reach her potential and do justice to her masses, India must treat such corruption same as treason, with the same punishment meted out to the miscreants.
