There is not only PSU among Government Sector, there are many sectors, The government sector not only consist of production, it is involved in various other ways also, How u expect a research institute to make a profit, there are so many research institute in each and every field and defence institute, there is no way, they can make profit, I think the nation has made great progress in nuclear and space research, all this could not be possible without the government employees, u simply cannot expect all the organisation to make profits, I agree there are many PSU which make huge losses, but what about others, like HAL, BEL, etc., which make not only profits but also make nation proud.
