Solution to the Stunted Manager problem?

The article is interesting. The author would have us believe that getting stunted as a manager is largely the manager's own responsibility. The syndrome of the stunted manager was tackled by Jack Welch in GE when he introduced a programme to remove 10% of the work force every year. He believed that in every organisation at least 10% people underperformed. Thus over a period of time the worst performing employees would be weeded out.
It would be interesting if the author had indicated the fate that ultimately befell the Foundry Manager. This would have revealed how Indian companies tackle the problem of the Stunted Manager
