To the knowledge of all, the washington accord has no teeth to force all 50 states in USA to accept degrees from foreign countries. Like California does not accept degrees from member countries of Washington accord. Hence I would suggest Kamal Kant Dwivedi, counselor at the Indian Embassy not to misguide Indian youth about this development.
