All the exploitation and so on is restricted to companies that are designed to do fraud as their business. But for most part many companies work with their US clients to provide experienced professionals and also pay the employee a reasonable salary according to demand vs. supply!. If you see that a professional with a FAKE experience is very much happy to get a job for $40000 PA and using that he leads his life and he gets a break and learns things as well.
So dont be a stupid and put some stupid moral yardstick without understanding what is at stake here.
For Indians it is very straight forward they get salary in dollars, for american companies it is that they get the job done (mostly temporary software project) without having maintain a huge employees and just with contractors and the companies are just enablers!.
