It is very much known that a lot of guys from Andhra come to US on fake exprerience, they work in some area but apply for H1 with computer skills. Nothing new about it.
Thats why Chennai US consulate has the highest number of Visa rejection and most of these rejections are related to the guys from Andhra.
At the same time I've seen visa consultant sending ppl who aspire to be in US for better future. One should blame the individual who approaches these kind of middle man like consultant who basically are kind of agents and dont have any company backing their candidate in the US for Job.
But when you fake, you can't hide it from the world. You might get the Visa but getting a job would be a nightmare.

I'm not trying to be offend here any one. If anyone feel hurt, my apologies to him.
