Why cant we address a complaint

Well.. we can but all you might get is another "Number" to remember as your complaint id. Companies have a set of regulations and process documents for them to follow, but not a government - Govt has a whole gamut of such documents, one often conflicting the other. In such a scenario, if only India were to be a big Organisation, run by a CEO, then every citizen will have just a single number.
