MIn , UPIN, MAPIN & STUPIN
by Dinesh Solanki on Feb 07, 2007 11:37 PM

In most countries, there is only one number alloted to citizen from the birth and he is not subjected to Indian Bureaucratic idyosyncracies. In India every agency (SEBI, AMFI and so on ) is an Empire in itself and they can play mischief on what they survey. And Ministry of finance allows them to do what they like. The co-ordinator of sensible governance is -like in most government function - missing. Noone in ministry has time or inclination to understand the pains of citizen.Even the institutions which need not be bureaucratic love to create a lot of nonsense by sheer force of habit deep rooted in bureaucratic culture pervasive in India. And appointing the bureaucrats to Regulatory bodies ensures that the mindset continues.

SEBI first made everybody run for UPIN/MAPIN and then in their lately acquired wisdom said that now that PAN database is available , there is no need to go for MAPIN. What a joke on people who rushed in sincerity to equip themselves with MAPIN. And it was reported that SEBI is thinking once more about MAPIN. Even Tughlaq made mistake once but our governing agencies have no such conscience nor accountability.
After this theatre of avsurd played out for a while, there was a report that ministry has asked all these agencies to look into possibility of using PAN as single database. Too little , too late. Our rulers are pitifully removed from Aam AAdmi in whose name
politicians are dying to do good .
Unless PM Singh takes matters into his hand to liberate ordinary citizens from creative genius of our governing bodies and holds them accountable, there is no hope for escape from stupidities of rulers who would keep on burdening ordinary citizens in the name of tackling money laundering etc. Not that Rulers dont know where the black money is lying(most probably in their backyard ?) but harass the common man but dont have courage to touch powerful ones sitting on the coloured notes.
Parliamentary commitee on Saral form has criticized the ministry of finance for making form unsaral and presenting as new saral. While revenue secretary tried to justify the form angrily what was surprising was surprising was that the finance minister who is famous for having his feet on ground was supporting the unsupportable !
When such decent people can be managed by bureaucracy, is there any hope of an ordinary citizen escaping the burdensome innovations of world famous Indian Bureaucracy ? Have no doubt that anything will be done because every other minister including PM talksw about streamlining but ordinary citizen knows that these are empty words because either they have no brains or courage or ability to question the harebrained ideas of bureaucracy including in the regulator mentality. And they hope that they will be superpower one day with this mindset !
Incredible India !
